B. FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF SON LA DEPARTMENT OF TRANSPORT

 I. POSITION, FUNCTIONS

1. Son La Department of Transport is a specialized transportation agency under the People's Committee of Son La province; performing the function of advising and assisting the People's Committee of Son La province in state management of: roads, inland waterways, urban railways; carriage; traffic safety; management, exploitation, maintenance and repair of urban traffic infrastructure including: road bridges, overpasses, sidewalks, streets, median strips, road sign systems, traffic control lights traffic tunnels, pedestrian tunnels, road motor tunnels, pedestrian bridges, bus stations, and parking lots in the area.

2. The Department of Transport has legal status, its own seal and account; subject to the direction and management of organization, staffing and work of the People's Committee of Son La province; at the same time, it is subject to the direction, guidance, inspection, and professional examination of the Ministry of Transport.

II. DUTIES AND POWERS

Son La Department of Transport performs the duties and powers according to Article 4 of Circular No. 15/2021/TT-BGTVT dated July 30, 2021 of the Minister of Transport, providing guidelines for functions, tasks and powers of specialized transport agencies directly under the People's Committees of provinces and centrally run cities and the People's Committees of rural districts, urban districts, towns, provincial cities in provinces and centrally run cities.

III. ORGANIZATIONAL STRUCTURE

1. Leaders of the Department of Transport: Director and 03 Deputy Directors

a) The Director is the head of the Department of Transport, manages all the department's activities according to the functions, tasks, and powers assigned by the Provincial People's Committee and the Ministry of transport, responsible to the People's Committee, Chairman of the Provincial People's Committee; Minister of Transport and before the law on the Department of Transport.

b) Deputy Directors of the Department help the Department Director to perform tasks, responsible to the Department Director and before the law to perform assigned tasks. When the Department Director is absent, a Deputy Director is authorized by the Department Director to replace the Department Director in managing all the department's assigned tasks.
